STURDY Act tip-over rule for dressers (16 CFR 1261): what importers must do

By the Tan Phuoc Furniture export team · Updated 2026-10-22

Short answer: every free-standing clothing storage unit made after 1 September 2023 for the US market — dressers, chests, armoires and similar — must pass the stability tests of 16 CFR part 1261 (ASTM F2057-23), ship with an anti-tip device meeting ASTM F3096, carry the required warning label, and be covered by a certificate citing 16 CFR part 1261.

Is my product covered?

A unit is covered if it is free-standing, at least 27 in tall, weighs at least 30 lb and has at least 3.2 cubic feet of enclosed storage. Bookcases, office and dining furniture, under-bed drawers and laundry sorters are out of scope.

The three stability tests

  1. Clothing load: all unlocked drawers and doors open; enclosed storage loaded at 8.5 lb per cubic foot when more than half the storage volume is extended; held 30 seconds.
  2. Horizontal force: 10 lb applied at the highest hand-hold (no higher than 56 in) for 10 seconds.
  3. Carpet and child weight: rear legs on a test block to simulate carpet, a 60 lb load hung on the front of the most tip-prone drawer or door for 30 seconds.

How we build dressers for the US

Tan Phuoc designs drawer chests and changing dressers with stability in mind (drawer extension, weight distribution, interlocks where needed), packs an anti-tip kit, and prints the warning label and instructions to the buyer's artwork. Final stability testing is done at the buyer's nominated laboratory.

FAQ

Does the rule apply to nursery dressers and changing tables?

A changing table that is also a clothing storage unit of the covered size must meet 16 CFR 1261; its changing top also falls under the changing-table rule (16 CFR 1235).

Does an anti-tip strap replace the stability tests?

No. The unit must pass the stability tests on its own; the anti-tip device is an additional required component.

When did the rule start?

It applies to clothing storage units manufactured after 1 September 2023.
